create hubs,lenses with minimum 400 words

Website and Blog Pings
ping with updates on official blog

Info-graphics
create and share infographics and press releases on slideshare and other document sharing websites

Q/A Website
participate in Q/A website like (quora, yahoo answers)

I would replace Classified Ad postings with an array of high quality social signals across various platforms.

What i can say is your strategy is so 2010. These are the old ways. What google wants now is Natural links. Natural links = Social Media Links or links that's shared by bloggers automatically and not forced.

So how can we do this? Make sure your site is damn sharable then start promoting via ads on social media.

Agree with this. i've seen some atrocious sites that aren't worth looking at for 3 seconds, let alone wants me to share it !!

I think the strategy is good. Don't make it too spammy and go for it.
