Scammed [or Not] By LuisRD 200$

So this guy told me he could build me a youtube bot for 400$ with his custom something shit and i was stupid enough to believe him ,luckily i paid him only 200$ and not the whole amount , First he asked 4 days ,then he told he had some problems or something and extended it to 6 days , now it's been 12 days and he says the same shitty reasons again and again.The only time he responded was when he showed me some pictures of a software but he has not sent me anything else and its more than 6 days past the time of delivery.When i asked him to refund ,he said okay and asked me to wait again  , he also responded that a chargeback wont work in any case.Does chargeback really work ? I have not tried this yet . This is my first time.Do i wait for this guy or go ahead and chargeback ? <br><br>

Seller has responded to me with a skype screen share , so not sure about anything yet , i will close this thread when he delivers the bot

Edit : User has sent me a RAR file with a password and refuses to send the password unless i pay him 200$ more ....The deal was i pay him 200$ first and i use the bot and pay him later in a few days or a month etc ...Scam is back on sir ..
