If you can use paypal, then you can use skrill as well, create account, verify it, load up the money via credit/debit card or bank transfer and pay your guy.
Otherwise, go and scam somewhere else.
 
To be precise he could buy the bitcoins on the Tor and he would be fine cause its like cash I have used them before and studied them in class for computer science he wouldnt need to have a third party involved so you reporting this post is kinda harsh the most I could even say is if he is asking for something to be done is have it moved to a different section and money laundering too he wouldnt need a third person bitcoin cant be traced even by its code it cant because only the coin amount is checked not the code itself please do be more precise before you go reporting things in an aggressive manner

Also, you don't need documentation to pay someone, last time I checked, you didn't even need an account.

To be true in the USA YOU HAVE TOO send in certain documents instead of handing over your SSN I checked into skrill because paypal tried that with me so he isnt lying if he put down his address in the USA so check your facts I deleted my skrill account because they wanted more information on my stuff which I think they shouldnt have sense they are not FDIC issued and neither is Paypal
 
Skrill is okay. It's safe to use, so no worries.
I used it before, but switched to paypal because its is more used.
 
Lol that was funny, instead of opening a skrill account he came asking here. I wonder if anybody fell for it

paypal is safe than skrill. becasuse if paypal limit any account. they get money after 180 days via withdraw. but skrill is harm full for every person. skrill account locked life time. they cannot login

If i were you and you're a seller and are going to receive money through skrill .
better get their prepaid card to avoid any problems. Got transactions from them no flags or anything.
 
I use Skrill without any issues for years. No problem at all. I prefer them over Paypal because their fees are much lower because you basically only pay withdrawal fees. You can also apply for a prepaid Master Card.
