Limited PayPal Account, Eligible for withdrawal

So, I got my PayPal account limited last year(2014). I have around $124 sitting there. And, I just received an email saying that I can now withdraw it through US BANK. But in my case, I am based in Philippines and the banks listed there is for US only. What's the best thing to do now?

Find someone you can trust that would help you if possible. Can you do anything to life the limitation? Can you send the money to another account?
