Yes. You can not see user's emails on twitter. But you can have their emails by some ways. For example: you have a promotional product with attractive price, people want to have that product, they have to register the program by their emails.

As mentioned above, you can scrape emails from users who include it in their bio.

Best way is to use the API to connect to twitter STREAMS, basically you give a list of 100s / 1000s of keywords to "watch" as soon as a tweet is made, twitter sends you an instant notification of
