Following users by their location and tags

Is it possible to set FL wherein I can look for IG users in a specific country and tag at the same time?

Example: A user from Africa who uses #beautiful

I hope this is possible.

Omg its true it kinda suck why would you want scrape anyone from a geotag without the hashtags...if you have a specific niche. Hope theyll update that
