In order to go completely white hat you have to do things like offline marketing, radio, TV, marketing flyers, sales reps, social campaigns (although most social links not followed as already noted). Think in more terms of traditional marketing and advertising.
Any link the site owner's or someone sponsored to create links is a violation to Google, like they said. Google wants people to create new sites with unique good content and promote it traditionally so people will create links for you naturally. The problem is for most new sites (in competitive areas) that doesn't work. If you relay on the search engines, you have to have a plan to create links and rank keywords because that's a major part of the weightings. Google will not put a site on the radar unless it has links. Like it or not, it's the way it is.
