Okay, so you first of all don't need to pay anyone for stuff you can essentially do yourself or bring on someone. In order for an app to get the "exposure" Focus on the direct marketing approach. Get people to buzz about it. Instagram is fantastic, then you can go to sites like AI, TC, pay for some quality content. I have helped several in the sense that have taken their promos offline. Place marketing promos places where there is a lot of gamers. You can try to work some deals as far as exposure.
You need to focus on exposure.
