What would you do to rank an Authority site?

I am going to be creating an authority site.

What would you do to rank a site with 1,000 Articles (700,000 Words content), optimized running on VPS, short load times, pretty nice design running on word-press.

If you had 5,000$ to rank it White-Hat over time what would you do?

Backlinks will most likely be blackhat which means that you will get de-ranked from google after a while.

The take the tiem to apprach each one and ask waht thye want to accept your article
Your article, of course, will contain a link to your site
There is alot of work invlovd but on that budget, you can certainly afford to talk to a profesional link buider
