already i have PR 2 web 2.0 tumblr accounts and using as Tier 1 but din't find any improvement on SERP. an idea about utilizing those domains to improve my SERP.

Did you build more tiers to those and blast it? Sometimes blasting them directly will held positive results. We have a lot of services here in BHW.

Well if they can indexed inner pages then they are good to go, I have had Web 2.0 PBN and Most of them was not even indexing inner pages. So try to make few posts on web 2.0 with unique content to check whether these web 2.0 being indexed or not.

Which platforms were you using? I've had this happen on the random one-off web 2.0s but never the top 10 (e.g. Wordpress, Tumblr, etc.).
