Its called a naked link when your anchor is your URL. You want to aim for high % of naked links to your website, with diversity. Don't build 5000 links that are www.yahoo.com, make some of them yahoo.com some http://www.yahoo.com ect...

I might also add that you should be too concerned about negative SEO, especially if you're building links from Web 2.0s.
 
If the setup is tier2 ----> web2.0 ----> money site, it makes no sense why you would link from tier2 to web2.0 with the moneysite as an anchor. I wouldn't do it.
 
I would use the tier 1 url as the anchor on tier 2, not the way you do which looks irrelevant.
 
I think you missunderstood him, what he is trying to do is to use link as an anchor text but actually link to another website
 
Do either of you know anything about SEO in the slightest? Or can either of you explain the negative effect this will have?

It won't give you any benefit. The benefit your web 2.0 receives from your tier 2 is just the link juice. It doesn't matter if your anchor is your moneysite - If anything, it will result in a weaker link because the anchor would be very irrelevant. Your tier 2 link profile should stand to boost your tier 1 as if your tier 1 is a money site. That's what makes a good tier 1.
 
it won't have any positive or negative effects, so i don't see any reason why you'd do that.
