No, you can still be banned, if you break terms of conduct. I.e it does not give you the opportunity to spam people etc. If this gets flagged and you are caught - you CAN get banned.

It is extremely variable, one key factor in bans is how many people have reported your content as spam. Trying to figure out IG's banning method is nearly impossible.

the general rule of thumb is try not to piss too many people off to get reports, you can get away with big limits on actions if you don't actually annoy other people

I haven't received a temp ban in the longest time. They just straight up ban my accounts now.

However, it took me 2-3 warnings before it got banned. But that was several months ago.

There is no set number of temp bans that will get you banned, 1 temp ban or 5 temp bans can cause a permanent ban. It all depends on many variables.
