Best way to edit ID for verififcation?

All i need to do is change the picture, and last name on the id, is photoshop the best for doing this or any better software?

photoshop is definitely the one to use, but you have to know what you're doing ..

Photoshop is the gold standard. If you are not proficient with the software, you could use the services of secondeye. He has a BST in the marketplace.
