You'll find it hard to get unused videos, and you'd need to acquire the rights to videos that already appear to be going viral. There is no guarantee that a video will go viral, which is why it's really a hit and miss thing. If a large event has happened, see if you can acquire some video's to that.

Lot's of youtube thiefs upload their own version of someone else's good video. Sometimes because they have a platform (twitter followers or whatever) or because they make a better title for the video, they are able to become more popular than the original.

That practice isn't really ethical though.
