There is no tool wich does this for free.
I post on over 50 accounts automaticaly. PM if you are interested..

You can.
For example schedule post the tweets (with picture) on a blog (can be a free blog as well).
Get the RSS of the blog and set-up a IFTTT to auto post on your twitter every post from your RSS.
Done.

I found Tweetdeck for schedule post the tweets with img but I don`t know is it safe. I`am using VPN extension for browsers so 1 account=1 Tweetdeck. So it`s look like every account has own Ip adress

There is no such free tool. All the relatively good ones are paid.
