That would depend what hardware you want to change. Device to access a lan, router, phone (WiFi, mobile), toaster?

If you have a dynamic IP then reset your modem. If you have a static IP, then there are many free VPN's available in the internet.

That doesn't always work unless you have a special modem and not connected through a router. I rent PC's that have IP changer script. Changes IP in less than 10secs. Fast Win7 systems with 3.5gb-4gb ram. Can do posting all day long. Log in via Team Viewer. Let me know if you're interested.
