U.S Bing account adding Paypal as a Payment method

I have a US bing and pypal account, the PP has a VCC added. I wanted to add the PP account as a primary account for Bing and redeem a coupon later. When I go through the whole Bing/PP communication am taken back to Bing with the error below. What could be the issue?We were not able to add your PayPal account as a payment method. Please make sure that the information you entered is correct.

It means your paypal account is not verified by bing.

For US people verified Paypal account means: Bank + Debit/ Credit/ Prepaid cards.
You have only attached the VCC on your Paypal, that's why you are not fully verified on Paypal & you are not allowed to attached your paypal on Bing. In order to be success, you must attach a Bank account with your Paypal account.
