A general rule of thumb for Instagram is one account per IP however I use 2 accounts per IP and rarely run into trouble. Just don't run it 24/7 and I think you'll be ok.

If its a fresh account then I wouldnt follow more than 200 for a week or so an then gradually increase.

You don't need a dedi to run 2 accounts. A cheap VPS with 1gig is enough.

I can't tell you about the accounts as I don't know, but you don't need any special VPS to run 2 accounts.
You can get the cheapest one with 1gb ram and you will be fine.

I have a 2 week old account and I followed about 1000 people per week, with no problems.
Now I'm ramping it up to 200-300 followings a day.
