I have a Canadian PayPal account and they are asking me for additional documents, I uploaded a utility bill and a driver's license,

Utility bill was approved but not the driver's license.

This is the message that I got: We received Driver license; however we were unable to accept
this because the documentation you provided was not attested by a guarantor
and thus could not be accepted. Please see the requirements for attestation
below.


A statement of attestation: "I attest that I have examined the
original identity document."

• Name, profession, address, date of attestation and signature of the
commissioner or oaths OR a guarantor that attested the document. A
guarantor can be one of the following:
- Dentist
- Medical Doctor
- Chiropractor
- Judge
- Magistrate
- Lawyer
- Notary
- Optometrist
- Pharmacist
- Professional Accountant
- Professional Engineer
- Veterinarian


Is this only for Canadian residents? is there a way to fix this without getting an attestation.
