Hey. Im using an vps with followliker. 50accs & only 512 mb. I recommened 1gb cause its a bit slow to enter info but it works. The vps is only 8$ a month. Its like a fraction of your electricity bill

When you buy a windows VPS, does it come with windows ready installed ordo you have to buy windows you self and install it on the server. sorry if I am stupide, this is my first time buying a VPS server

You are wrong, I was using them an I am from EU and didn't need to pay anything extra. Probably you have selected more expensive VPS or 3 months billing.
