Is there any people who would be interested in to a start group where we would give shoutouts for eachothers on instagram. Atm im having around 2200 followers which are manually picked (~95% are male and over 18yrs old) so ideally im searching to this group users who has over 2000 followers but if u have a bit less it doesnt mind. So if u are interested in, PM me (not sure if it works coz i dont have that much messages) or lets find out some other way to contact, WA etc...

I agree. OP you would need to grow it a bit more. You could go on Instagram and find other profiles with 2000 and DM or KIK them... if they have kik in profile.
OP, if you're not "popular enough" in your niche, your followers could not trust and love you as, for example, @watchanish. So, personally, if a wannabe interesting page like yours starts coming up with shoutouts I'd unfollow you faster than the speed of light. Grow your community to 6-7k (better if in a good ratio like 6000 followers - 300 followings), then you can start monetize, or do s4s.
It's more a generic advice, but I think you can find it helpful for your situation.

I agree with you, I think op should wait until he/she reaches about 10k to start doing sfs; if you want to speed up the process I think you should buy some shoutouts from people within you niche.
