[Need Help] Having Issues with Wordpress + Bluehost

So I recently created a wordpress(.com) site and bought my own .com domain directly from the site. I then learned I can't install plugins unless I use wordpress.org (WTF)? So, I've followed all the guides and have been reading for hours. I am now being told on guides to mess with a file called wp-config.php. I have very little clue as to what I'm doing. I'm pretty tech savy but this is way beyond me and I've now spent over $100 and still can't use plugins and I don't even know if I've transferred to Bluehost yet... I just need some help.

Trust me, you're no tech savy if you didn't manage to understand how to install WP.

I don't know how Bluehost does it (even though I believe they have Softaculous which allows 1 click install), but here are the steps after you have extracted the contents of the latest wordpress .zip file
1) Go to your CPanel, use the wizard to create a new database. You will need the "DB name, DB password and DB user".
2) In your WP installation folder, there is a file wp-config.php
If the file is not there, simply rename wp-config-sample.php to wp-config.php and open it.
Somewhere on the first lines, you will see 3 lines where you have to insert your Database Name, Password and User. Copy - paste them from the one you've created earlier. That's it.

3) Go to www.yourwebsite.com/admin/install.php and now starts an easy process to install Wordpress.

Did you manage to understand?
 
I understand, although I did the 1 click install and I have no clue if it even worked. Where can I find the "CPanel"? I manually downloaded it from wordpress.org and extracted it but I still can't install plugins which means it hasn't converted. I also read something about if a website is less than 60 days old you have to wait to transfer the domain. Is what I'm doing considered transferring the domain? I'm still quite confused. Thanks for the help so far though.

I followed these instructions but am getting a page not found error when I go to the admin/install.php page. All I did after I entered the data was save the file as wp-config.php. Is there anything else I need to do?
 
Go to wordpress.org, and find the 5 minute install. It clearly explains it, even I managed to install it on freehosting.
I did manual install however and used ftp to upload wp to my freehost
