Say you have built a few web2.0 sites to use as tier 1 for your money site. Where would you be sending the tier 2 links? Do they go to the main page of the web2.0 property (for example mysite.wordpress) or would you point them to the specific page containing a link back to your money site (mysite.wordpress/article-pointing-to-money-site)? Tried searching for this but couldn't find an exact answer :)

- Do you think it would be alright to use english as language on the tier 2 articles, while the tier 1 pages are in another language?

I'm no expert, but I would say spread them around all of your pages. I assume your T2 are automated, so I don't think it would be too hard.
If they are straight up throwaway T1, I suppose focusing on the money link would be more powerful.

Disregard this OP, your filler posts without links are just there to help the account pass manual inspections if you get flagged. Dont waste system resources on pages that dont point to your money site.

Google ranks pages, not sites so it doesnt care about the other pages on your account.

Send the T2 links to the website.com/artice-with-link

You can send the T2 links to the homepage if the link is also on the homepage

You can mix it up, send around 60%-70% to home page and remaining to your inner pages.

Dear,
You should apportion links into 30%-70%.... 30% for main domain and 70% for internal page, where your actual link exists.

For Tier 1 you can do web 2.0 properties and article submission, and for Tier 2 you can create high PR Social Bookmarks pointing to tier 1 links.
It will looks like: social bookmarks ---> web 2.0 + article submission ---> money site.

And I am sure if you are worried about manual inspection that having links pointing only to the page that has your money link wouldn't look suspicious at all!

I suggested the better safe than sorry method, so I suppose it is up to the individual to choose what method to use.
