After awhile they ship them promptly, but the two dollar fee is simply because of the fact they send the cheque from a province in a country where they have lenient laws and the only way they can make up for the conversion fee is if they specifically add a surcharge to cover the costs of transferring money from Canadian banks to USD.

I know I am not crazy I have a cousin in Alberta takes less than a week to get a letter. They trying to cover their butts for not being able to pay on time, making up imaginary delivery times that make no sense. I wonder if they have even written my check yet that was supposedly sent out.

Not sure why you would automatically jump to the conclusion that we were making things up after speaking with us.

FYI, you were informed it takes 2-3 weeks because that's how long it could take to arrive. When multiple countries are involved, you have to allow for extra time if the envelope gets held up in customs. Please understand that if we were to tell you the check would be arriving at the shorter end of the spectrum? and if we were wrong? that's something you wouldn't be too happy about either! We say 2-3 weeks because that's how long it can take in some cases.

We've been in business many years now, have thousands of affiliates, and we always pay on time.
Your payment (as well as thousands of others) goes out at the same time every payment period.

The reason most companies say allow up to 28 days to receive a cheque, is that mail can be delayed for a variety of reasons, normally you will receive it much faster but having that condition in their terms is to avoid being plagued by desperate noobs emailing and calling them, fretting over their cheque arriving.
Also cheques like that tend to be issued in one batch at the end of the month.
