I think it's great that you guys are now using Payoneer as a payout option. However, I'm located in the USA and this is the message I received while trying to signup for an account with them: "Direct sign up for a Payoneer Account is not currently available to US residents."

They have more information about it which reads:

Application for a Payoneer account via our main website, www.payoneer.com, is not currently available to US residents; we do sincerely apologize for this inconvenience.If you are a US resident and are looking to receive funds from a company that pays with Payoneer, you can still sign up for an account. Simply sign into your online account with the company and select Payoneer as your payout method (or contact the company and let them know that you?d like to receive your payments using Payoneer). The company will direct you to an online application page for a Payoneer account, which will include USA in the list of available countries.

Hi jmcs,

Since we have a partnership with Payoneer, we'll be creating the actual Payoneer account for you. We'll be handling that.

So what you need to do - in your CrakRevenue profile -- the first step would be to select 'Payoneer' as your preferred method of payment, and for the email field, enter the email you wish to have associated with your new Payoneer account. After you enter this and save your changes, our Accounting Department will send you an email with the link you need to sign up / enter the rest of your account information.

If a visitor was to click on one of your ads but didn't sign up -- and a week or two passed and they hadn't cleared their cookies/internet data but then decided to sign up - yes, you would get credit for the lead or sale as it would be remembered.
