very similar title tags for different pages - problematic?

I have a site which promotes a product in different cities. Lets say refrigerators. So I have the same product portfolio for all cities. Each city has its own landing page.

Can I use the same title tag and description for all cities and just change the city? For example

New York
Title: Best Refrigerators New York | domainname.com
description: Visit our site to find a wide variety of different refrigerators in New York. The summer can come.

Boston
Title: Best Refrigerators Boston | domainname.com
description: Visit our site to find a wide variety of different refrigerators in Boston. The summer can come.

etc

Of course I dont do that with the body text. The body text will be truly unique for all cities.

Can I do this without google moaning?

You should be OK. Don't get me wrong, you can get penalized for dupe meta tags and content, but I think there is enough difference there - it's clear you are targeting different areas for the same product, but it's going to sound similar no matter how you word it. In future, perhaps include a few different words and change the syntax while still conveying the same meaning, just to mix things up a bit.

I have similar setup across multiple niches - I vary the description much more than in your example...

Title: Best refrigerators Boston
Desc: Visit our site to find a wide variety of different refrigerators in Boston. The summer can come.

Title: Best refrigerators New York
Desc: The widest variety of refrigerators in New York - hundreds of colors, sizes, and styles. Hurry - summer is coming!

Etc etc for subsequent pages.

Hmm I have a couple websites where I use for example Car rentals New York, Car rentals, Car rental service New York I haven't run into any issues even though in almost all my pages I have the word Car Rentals.

Yes, once you have changed the city, its no longer identical but you may still face similarity issues.

This could cause keyword cannibalisation, so don't be shocked when you find out that the Boston page is ranking for the New York keyword.
