Scrapebox Proxies 403

Hey, I have a Broadband cable connection at home, log in with user and pass PPPOE.

I'm using some Proxies I have from a friend, they work for him, but I get a 403 for all of them.

I connected via my phone portable hotspot / data connection and 5 worked, the rest of about 25 getting a 403 still.

So the ISP has to do something with it ?

Do you guys have any idea if I can fix this ?

Will a router help me ?

Means some problem with that IP server NO response coming from it usually means IP is dead.

Ask your friend is the proxy is private OR public?

Cause Public can be died any time.

And private ones are on rent as long as you pay it works

meh... it's my fault, I forgot to mention they are private ... and I tried everything from static IP to adding a router, changing all internet connections switching ISP Ips... etc ... it's definitely the ISP blocking some of the proxies, I read their TOS and it's written there. They can also block if they detect multiple instances of shifting IPs, just what Scrapebox is doing.
