need help with ads facebook accounts

I really need your help. i'm trying to create facebook ads accounts. all the time facebook blocked my payment method with this message: Disabled Payments in Ads Manager.
I tried to create severals facebook accounts with several fresh credit cards and even Paypal's accounts.
try to change the name and the billing address but nothing help.
I really need to create facebook ads as soon as possible. is anyone here can give an advise or even a service that can help me to create it quickly?
