Legit PPI network with videoplayer / video locker for adult content.

Hi,

I'm stating a new project, targeting micro niche and long tail keyword, in the adult industry.
I would like to force my visitors to install a fake video player or plugin when they click on my fake video player (already coded)
I'm quite new to this business so I dont know much about the legit networks that exist already, or what they offer, what they accept.

My site is being developped at the moment so I would need a network that could accept a site with no traffic at the moment.

Any help would be greatly appreciated.

FYI, I've been approached by someone claiming working at Web-Pick.com (PPI company).
Saying they are more than 100 employees but nobody to make them a decent website or online presence.
No review, not established website.
