Need advice for run facebook ads + make link cloak

I want run facebook ads and have some questions about credit card, ip and cloacker
1. IP
can I used privat proxy and run ads from my pc or I need buy vps?

2. credit card
for example my ip is from usa, I need US credit card? there to buy it?

3. for test I need something cheap cloaker then I will take good one, any advise?
