Will I need to change the IP address for another country?

This guy is next to impossible to get a hold of. I'm in the market to buy in bulk. A day after I added him he tells me he only has coupons for new accounts left. I said fine I could use them. I asked what the limit on a new account was, so I would be able to buy enough for the amount of accounts I'm going to register. I have yet to hear back from him. I replied right after he IMed me, and that was at 11 AM yesterday. (it's now 1:30 PM as of this post) Still nothing.
