What domain stats are good for authority website

I want to build authority website and I need to know whether a domain with pr2 9DA 21PA 5CF and 0TF is good enough for start ? It also had only 27 backlinks and now it has 2 high quality ones.

archive.org/web type your url in and check the history to make sure it hasn't previously been spammed.

Indexed is good, I also then presume it has been or will be acquired via domain auction.

It doesn't seem that powerful based on the metrics, so probably hasn't maintained it's PR. Without looking at it properly I would say no, but if those backlinks are very HQ then maybe.

+ my budget is tight since I invested in not so good "whitehat" SEO services here in marketplace which didn't even get me in top 300 :)

I have looked up and there are only 3 photos of how the website looked back in 2011. How does that help me ?

You should be able to find a domain with better stats than that if that is what you looking for as the foundation for your site.
 
It's a decent start, considering you're on a budget. Definetly better than nothing :)
 
you should check the backlink of the site and you should check the history of the site
