Seriously guys, you are making the same mistakes all over again for years now. Here is the bulletproof solution:

1) VM for each PP acc
2) VPN on those machines. No proxies. VPN. Flash and Java can leak your IP bypassing proxies.
3) Do not open PP accs in popular places: US, UK, you get it
4) Watch out for flash cookies

Stick to these and you won't have any problems ever.

1) Tell me how to get 16 x VMs for this kind of job with only 8 or 16 GB RAM (when Chrome is eating with important addons and scripts - like 1 GB per acc);
2) Java is disabled, no leak. VPNs costs money and are not recommended, not to mention the popular ones like HMA (very bad mistake, dunno why people still use those);
3) Yep, true. But also true that people can't get an ID from a non-popular country when they receive the limitation/block or any kind of limit, except if they really can use their 'creativity' (e.g. - $XXXX amount of money of each ID);
4) Only advanced people know where exactly and which files are exactly the flash cookies files, how they're working, how they're operating, etc. And only expert people know what to do in order to NOT leak publicly the flash IP to the site, only the regular IP. Mass people don't know + don't care + do mistakes or take risks like "50:50" (either is working or it's not, I'll test, test after test, after test - for years).

Multiple eB accs for multiple different category sales = multiple PP accs to maintain, shippings, etc.

Modern Mainboards supports up to 32 (X99/Socket 2011-v3 up to 64) GB RAM. And that's nothing when some people on other forums have read that got over 200x accs (1 guy over 500x accs per year), don't know how do they maintain them but definitely not using VMs for every acc. And definitely they won't have over 4 or 8 GB RAM. 16 is for gamers these days, 32 for extreme, 64 for enthusiasts, 128+ for servers. Diff. people, diff. needs.

Your mac address won't change even when you restart the modem or flush the dynamic IP to get a new one. I've read another thread today where Paypal is holding 15% of all incoming transactions for 180 days so I guess they're enforcing new rules while banning all the suspicious accounts.

Paypal don't this see this IP, they only see the same IP that shows when you go to http://whatismyipaddress.com/ . dynamics change all the time.

You have the answer into your first post - "I sent money to the other account months ago".

That is a crucial moment. Being Stealth, no such thing can be involved. EVER. Or some day (later or sooner, as you said - "months ago", then the day has come this week) they'll be linked and limited (or directly banned).

Still more months to study this. Also for Stealthing it is not recommended to use any kind of dynamic IPs, don't know which guides or so you've been "studying" this - some are out-of-date, others are overused, etc. Keep in mind that a link can trigger after an IP match as well.

For example - on 24.04.2014 logging from X acc with IP Z. You reset, reset, reset, etc.

On 29.08.2014 logging from Y acc with IP Z again. Then you reset, reset, reset, no matching of IPs.

And few months later, after "recent review" - they link both of the accs - when they see all of their transactions, activity, behaviour and so.

Here is the AUP tho.

I use a different PayPal and shopping cart account for each website I sell on. The term "don't keep all your eggs in one basket" is the reason.

I do stick to all these rules. that's why I opened this thread, as I'm trying to figure if it was something else.

Just suggest you. Clear your cookies and all history of your browser and create new paypal account
I have 4 paypal account on 4 different device.

I just create a new admin user account in windows, for every PayPal account I open.

Paypal is not on a banning spree just because they limited two of your accounts. That's an isolated issue because you have a footprint somewhere. First issue I see is the ip address is changing all the time. That always looks suspicious with paypal because they think an ip should not change for normal users. Only use private proxies that can work for weeks.

ok noted, though I still send money to many many people via Paypal, even forum members from here for SEO workm articles etc etc, and many times over the last year. So will PayPal link all of them together? or do you think they only link accounts created in the same country? cheers

There is no fixed answer to your question. Multiple people can be involved into violation of PP's AUP. Both of your accs can be involved into the same violation. Can't know exactly, but surely there is 1 thing that we know - they limit, they ban, they take actions and call-actions based on the risk and projected damage. There're whole departments in their offices, teams, etc. that are working and doing whole day such job.

The general thing (if you ask me) is to not trade with suspicious persons (no matter of their "super exclusive mega offer deal, earning mega good profits", less reputation, etc. because they have more risk attached/binned to their PP's acc. And one good they that "risk" is being "copied" to other persons that have been traded with them.

PP jobs > search for keywords "risk", "brand", "fraud". Browse 10 or so jobs and look at their responsibilities - what exactly are they doing. Don't look for the city/country, they have thousands of reps in diff. countries.

I feel for you OP, I lost a bunch of accounts too last week. I follow the guide 100% new ip, new user account and delete cookies frequently. You name it. Of course I still have a bunch of accounts that didn't get chain limited. Maybe it's the change in management and the new Paypal web update.

Whoever told you to "delete cookies frequently"!?!?!??!?!?! Yeah, I know that there're stupid guides mentioning this, but - PEOPLE, USE YOUR BRAIN!

By deleting browser & flash cookies - PP/eB won't have any traces that belongs to you. And every time you login - they see "unknown person" logging by the same IP (or if you use a new IP every time for every login, e.g. dynamic IP) - they see "unknown person using new IP again" logging into this account and doing risky things.

You're increasing the risk and flagging yourself by 200%. And based on the risk, as I said above, your accs won't lasts long (days, weeks or months, but they WILL be problems).

eB/PP need and must have traces, and they need to see that a trusted person is logging every time on eB/PP's acc. And that person is the same person that have created the accs, not some other. They save every kind of logging, dates, cookies, etc. IN-DEPTH INFO that even you (and me) can't imagine, but I have mentioned it:

If you have time, try to look up here in brackets/tables to see the involving companies and products that they use.

Get a break of 6-12 hours for full understanding all of the tools that they're using, their exclusive partners and companies that use the products, etc. They have put ALL THE INFO (companies, for what kind of job, etc.) publicly available - the problem is that NO ONE is reading it and understanding it. Except me maybe.

My sister just got her real paypal and paypal debit cards taken down. Account is very old and never an issue. They said she was a security issue because of something she recently purchased. Ebay account is years old and has 10,000 feedback. What does she do to get paid now?

New eB/PP Stealth accounts. When she can't use anymore her address, ID card, PoA, IP, etc.

And one more thing - never use the same eB acc both for selling and buying. Never knows what could trigger the "security measures/issue" thing. It's some kind 50% safer if an acc is used only for selling and another acc only for buying.

10k feedbacks is pretty huge, big loss. Might try to call their support center reps to ask if she could return + refund + whatever need to do in order to save her acc or not possible.
