I want to understand how these sites or companies make money from the users and how they can pay out $25.00 per month?

but i dont hunderstand how they pay out $25.00 in gas credits when someone does spend $100.00 in gas purchases to get the $25.00 rebate check. - lets say a tire seller places an ad that says _ BUY 3 tires get 4th free and $300.00 of free gas! - and 200 customers buy the tires and participate in the rebate deal. How do these site pay out (200 customers $25.00 or $5,000.00 monthly?

They trick the customer into thinking they won something. The reward is something that gives their clients business.

The tire dealer will not pay the winner. The gasoline guy will pay the winner. Now why should the gasoline guy pay?
1. He acquired a customer right away without any advertising budget. (of course he paid for the gas).
2. The one who got free gasoline will come again for buying gasoline. Call it loyalty or anything.
3. One more trick they practice is that they will not give the winner 25$ worth of gasoline straight away. They will give 20% discount every time they purchase gasoline. In that way the discount will come to 25$.

This is why godaddy gives you 25$ or more worth of adword vouchers when you buy hosting or domains for 10 dollars.
