oCPM will always start at a high price, depending on the target niche. However, depending on your ads performance (CTR, engagement, etc.), the CPM will adjust accordingly. It might take anywhere between $100-$500+ for it to reach its optimal price.

Facebook will do whatever it takes to suck the most money out of you.
The exact same ad can cost you 1-2ct/click today and 20-30ct/click the next day.
If you change something in your ad-setting, the ad is internally paused and will calculate your CPC anew - in 90% of the cases it will go worse!
If an ad goes bad - close and start it a again - even with same exact settings odds are big that it will cost you less/click.
