I know this question asked frequently but things are little bit different this time
what I targeting now is entire niche in my language (not English) this niche contains two keywords
Current kw1kw2.com all TLD are parked <<of course keyword have no numbers on it like we say webdesign.com etc its two major key words .
I already have kw1xxx.com but not ranking well due to high competition.
what currently available are ccTLDs for whole keywords e.g webdesign.uk webdesign.co webdesign.ws
should I go for it or this will wasting time and money .

It's not really that important any more to have the exact match domain. If this is a business website, and you can't get the .com of the exact match domain, I'd rather have a branded .com

EMD will give you a great boost on Yahoo and Bing, but nothing special on Google. So, it's not worth it.

OK I found .org not registered yet but it will look like this kw2kw1.org e.g designweb.org
should I go for it or it's still little bit spammy domain name
To be honest EMD help to much ranking specially with my previous domain but it lost ranking after competitions reports to google

I think branding is more important then EMD. The reason is that Google prefer it more as compared with other search engines like Bing or Yahoo search.

EMD still rank better than other domains for me.

For me too, but it's not a great difference. There's also a higher chance to get slapped for overoptimization, you need to keep your kw density lower than on a branded domain.

Branded is the way to go in 2014+
It's just a question of time when Google will start slapping those obviously EMD (high competition keywords)
