I think it would depend on your country population or how many tweets come out of your location. There is really no way of knowing how many hashtags have been tweeted so I would suppose you need to just experment. Maybe start with 200-300 hashtag tweets per minute.

yeah sure, sorry, apologies, what i meant was is the trending relative to the daily local news cycle or is it just a matter of X amount=trend ?

It depends on the cycle and the rate. I think twitter put hashtags that are exponential - on top. Meaning - they have to keep growing exponentially through certain time increments. First minute 2, second minute - 4, third minute - 8 (as an example).

In my experience twitter searches an stuff are instant. I thing the hashtag system works the same way. They might check every X minutes and get the hashtag that was tweeted about the most in that time. I don't think you have to keep increasing the amount to stay popular because sometimes worldwide hashtags trend for days and it would be basically impossible for the amount to be increasing exponentially.

Hmm...there are some live TV networks that ask people to tweet an answer or something using a hashtag. For example WWE gets hashtags to trend all the time without even tweeting the hashtag from their main account. The retweets probably make it trend faster but its very possible without any retweets. Also you need to remember that a retweet is actually counted as a tweet. Not in the accual tweet count but your followers all see it and so therefore twitter gives it the value of a tweet.
