i recently purchased GSA SER AND captcha breaker and and some proxies am i miss anything.

A computer to install it on? I don't know man. Press some buttons and learn how to use it. There are some great tutorials around.

You can run SER through your PC or a VPS. In case a VPS then you need to buy one if not then go ahead setup a campaign and start your SEO journey :P

If you don't want to use a lot of bandwith of your ISP or have limits on it then you need vps

buy a good VPS.... running these tools surely is expensive...

A good verified site list for SER will give you a good kick start for building links.

Check my SIG for a fresh GSA SER verified site list. It was just released on Monday November 17.

Content scraper/spinner would also help to save a hell lot of time. I like a combination of Kontent Machine/WordAI

You'll also need a way of getting / creating a LOT of email accounts.

You need email accounts and lots of them.
You also need a way to generate content - personally I like kontent machine because it can create an entire set of content for GSA - including articles, spun comments, descriptions etc - I think there are a few programs that work that way directly with GSA so you should research.

Wouldnt hurt to have scrapebox or gscraper as well to build lists of sites to post to faster, but not necessity.

After that I think you just need a few throw away sites - maybe some web 2.0s? And start messing around - the program is complicated and it takes a while to learn how to use it well.

GSA's a great tool. 1. I recommend a good VPS as well. The built in proxies-will suffice in the begining, but you'll want some private ones to help your success rate down the line. 2. Having a captcha solving service is a must! I recommend you buy Captcha Breaker or Captcha Sniper to reduce that cost drastically. Then Decaptcha or Deathby Captcha for your paid service. And another helpful tool to own is Scrapebox (Swiss Army Knife of software), you can scrape proxies, build lists, and a lot of other helpful things. As far as content for your submission. I use WAC (Wicked Article Creator), but Kontent Machine is awesome and they both integrate in GSA. And lastly A good Spinner. If you can afford it Wordai rules. But TBS is also good (Cheaper and only a 1 time yearly fee). I have both.
For futher training, the forum is a great place to start. A guy named "LoopLine" has great info and AA Lists. Jacob King & Matthew Woodward uk are another good source of info. Good luck.

Good luck. Depending on your experience, you may still have a long way to go. You may not gain any results immediately (or even for the next year) but the experience gained with using GSA SER and link building in general will eventually lead to huge returns. Never give up!

A VPS, a list, Kontent Machine.

GSA is crazy in terms of configuration though, it definitely wasn't designed with intuition in mind.

You can definitely tell this thing in designed by a German.
