Expired Domain with very few BL

I was searching for suitable expired domains I found some but of unregistered expired domains with good quality links
I found have only with 3~10 linked domains and 3~80 (mosly from old web directories and some favorite lists etc)
even I found domain have 2 BL one from PR7 domain and linking page are PR3 but have no more links at all
is this few clean backlinks enough from PBN domains or should I just focus on authorized higher PR domains instead .
BTW this is my second time trying to build PBN because I was doing it wrong way and gain no result .

I wouldn't go for domains with few webdirectory links.
On the other hand if it has few links and those links are with high authority, I'd go for them.

some links are from high authority sites most are old webdirectory and some reference list some Org's freebies are naturally links each others or this my favorite site list .
I know number of links not matter for Google I already tested that for my new website 147 ref domains and 500 BL with no effect at all . its hard fro me now be listed in such webdirectory as the not updated since years .

Good quality domains would obviously cost more as you need good numbers and authority of backlinks. You may be fine with these as well, but you would need to build links to strengthen them up further.

If the site has good links coming into it, then by all means grab the domain and give it a shot. Just don't pay too much.

If I understand correctly, you are saying that you can buy a site with only 2 BL but they are from PR7? I would pass on something like that. But there's no harm in scooping it up if you can get it super cheap (like $10). The problem with domains that have very few links is that they can easily get taken down, and you will be left with a worthless domain. It's best to go after sites with 100+ referring domains, because the site will keep getting link juice even if some of the links are removed.

the source of links are stands now for +10 years (back to 90's) even I discovered more links using Ahref with inner PR4 pages . to be honest until now I collect ~100 ED's some are still having PR0 even after expired long time ago

If you build a PBN with those kinds of domains, your PBN will be very weak. Look for domains that have a minimum DA of 25 and PA of 30 and have at least 100 good links that aren't sitewide links (sitewide links are easily lost).
