Scrapebox and/or GSA SER?

GSA can post to hundreds of platforms and it can build different types of links. Scrapebox is best used for scraping targets as well as for blog comments. You could use both together for best results as GSA needs targets, fresh and regular.

So if I only have enough money for 1 software to purchase which should I??? Or should I just build links manually until I have enough for both?

GSA Search Engine Ranker. GSA SER has also a built-in scraper. So I would not recommend buying Scrapebox (now). The only reason I see to buy Scrapebox is if you want to create fast links or checking if links are indexed. And you also need for Scrapebox proxies, you can use public proxies like me but it will not give great results like shared/private proxies. I would just go for GSA SER + GSA Captcha breaker. When you have the budget you can buy Scrapebox. Oh yea, you also need a indexer to index your backlinks. I tried without index service but it's just a waste of time, most of them didn't even get indexed after 2-3 months. Goodluck bro.
