It's not the tools it's the operator. It just depends on what you want out of it. If you want to spam your way to the top don't expect it to stick long but it's a good method for churn and burn.

Learn what google likes, test it and see what it takes to get ranked and not get penalized. Rinse and repeat with money sites.
