Like many others, I have experienced the dreadful Adwords lifetime ban over an unapproved website I was trying to promote. I tried a few times creating new accounts only to find they were promptly suspended also. I finally figured out a rather easy way and this is how I did it.
1) If your in the USA, setup a corporate bank account with banks such as Bank Of America. With that you can request unlimited "employee debit cards" to be overnighted to you for free and each card has a unique debit card # and does NOT have AVS checks. This is how I setup new accounts with a new card #. Another option is to simply call and say you lost your card to get a new one issued if you dont have a corporate account but this is only useful to have 1 card for at least a few months. Other options include prepaid cards...etc but Adwords has banned most of them. Employee Debit Cards are the way to go. You can also get employee credit cards if you have something like AMEX.
2) Setup a cheap Windows VPS under $20/mo and check the IP location to find what city its located in. Also when I setup the VPS I usually pick a hostname such as "fiber.verizon.com" although not sure if that helps anything but I do it anyways.
3) On the Windows VPS you then signup for Adwords "My Client Center" via: http://www.google.com/adwords/myclientcenter/ using a fresh hotmail, yahoo or domain based email. I'd avoid Gmail for obvious reasons. When you input your billing information pick a location such as a pizza store or sandwich shop in the same city as your VPS IP and use that for your billing address. Also ensure the name on your card matches the name you use on the account.
4) If you are promoting a high risk item or something that Adwords is VERY strict on DO NOT PROMOTE THAT in the beginning. My first ad is usually for a local pizza shop and I set my budget at $10. Adwords will normally place your account under the 3 day review HOWEVER in my experience if your promoting something like a local pizza shop the review is completed within hours. ALWAYS make your very first ad (knowing that it will undergo a manual human risk review) to be super white hat, very clean, have it link to a local pizza shops website or whatever just make it CLEAN.
5) *OPTIONAL* If you are like me and want to spend $1000+ daily on Adwords then this step is pretty important. After your account review (should be under 24hrs for SUPER clean first ad) and you start to receive clicks, then increase the spend of that CLEAN ad to $500 and leave it be. This will trigger a second account review guaranteed, this is very normal. This review (I often call it the "high volume spender" risk review) takes about 12-48hrs but again the review is against a VERY squeaky clean ad. AFTER this review finishes (You need to pay attention to this) your ad will go live and start spending, obviously you don't want to spend $500/day on a pizza shop so when you see it passed the review simply pause the ad (DO NOT DELETE IT). During this second review I'm usually checking every few hours so I dont waste $100+ on pointless ad spend.
6) Now that you passed the human reviews and optionally the 2nd review for high volume spending... Now you can do your money ad. Make sure you do NOT link to a domain that has been previously banned. And use a good Adwords cloaker (do NOT ask me for recommendations on a cloaker) if your promoting an LP that you know Adwords won't allow. The Ad "approval" process is SUPER EASY, its the "manual risk review" part that you need to focus on. Once your cleared twice, your pretty much set to go.
7) *OPTIONAL BUT RECOMMENDED* Before you run your dirty ad on the account that passed the manual reviews. Go back into ttp://www.google.com/adwords/myclientcenter/ and setup a 2nd, 3rd, 4th Adwords account and repeat steps 4 and 5 to get these accounts passed the human review process. If one account gets banned, in MY experience the other accounts are still alive and well
And its just 1 credit card for unlimited accounts under that MCC. So now you can have 10 accounts on one CC, all passed human reviews and ready to go.
