Is this a good SEO strategy?

I'm very tired right now and I just can't stop thinking about this so I'm sorry if the text will is a bit gibberish.

My question is: Is this one of the good ways for building high quality backlinks?

Tier 3 -> Tier 2 -> Tier 1 -> Money site

Tier 3: Comments on high PR blogs, directory submissions
Tier 2: Free domain, manually spun content, 5 posts scheduled on the first week then posts scheduled 4 times a month (pictures, quotes, more spun articles, videos and so on) and links to other websites more than my own.
Tier 1: Expired domain, bought SEO articles, posts scheduled 4 times a month (pictures, quotes, SEO articles, videos and so on) and links to other websites as than my own. Also a Twitter account and Facebook account with bought social signs.

A few other questions I would love answered:
Is this what a private blog network is?
Do you rank for specific keywords when building links like this?
Do you build several tier 2 blogs that links to the tier 1 blogs or do you only create one?

Again, I am very new with this stuff so I'm sorry if I ask stupid questions right now. I'll come back and reply to your (hopefully) answers on the morrow.

Everyone has to start somewhere OP and I am glad you are researching
Most things for yourself! This is called tier back linking which is definitely
not a PBN where you would have a large network of dropped domains.

Personally I would shy away from so called High PR guest post and I
don't see any press releases in there so think about those too. Also
you need to format your SEO according to the business model you are
attempting to achieve....

What are you aiming for? Authority sites, Churn N Burn, or local SEO?

Kudos to you sir! Taking an initiative in your business/life is always commendable.

A PBN is normally a sequence of aged domains that are usually available for auction/sale.. Typically, the higher the PR/DA/PA it is, the more expensive they run and the more link juice they hold (Given that they had decent link juice to begin with and they were clean links)

Your questions are solid though! I will stick around to hear what other people say because I myself am still trying to figure out how to rank local sites (though I believe I am starting to get the jist)

From what I've seen in other case studies (and hopefully something I can test out for myself) is the speed and consistency of which you build your links.

Yes, I've read about that too. I will probably aim for building slow backlinks until I have more traffic coming through. That might make it look a bit more natural.

I will continue my research before starting to build backlinks. I prefer not asking these newbie questions here at BHW but I didn't find answers to my questions that was simple enough so thank you all for the responses.
