Backlinks software != white hat SEO.
Free backlinks software != good baclinks.

There is no magic tool to click a button and get good backlinks, especially not free ones. There are many tools that you can use to boost your fanpage, but you need to know how to use those. I recommend you to check BST section for backlink packages as you really cannot find anything free that would bring the results you are looking for without knowledge how to use those tools.

The best answer anyone will give you is, "No". There is no free software that will give you a #1 ranking. If there was, everyone would use it and Google would change the algorithm, and this would be 2003.

There are some free tools but do not use them - the links they creat e are low quality and low page rank. They will do your websiet SEO more harm then good

No free tools, but I've been using No Hands SEO, No hands proxies, Pinger, and Indexer for the past 1 1/2 years with a "Whitehat" site, and it's been very good for my rankings - pretty much constant 1st page rankings with medium competition keywords.. Most free links are crap. There are free bots here on BHW made by users that you can find in the tools section but most don't just poop backlinks. Manually post some web2.0's then buy some social network links, then see how it goes.

Go for GSA SER,although you will need to learn how to use it,don't expect anything easy..when you learn how to use GSA ,the hard work learning how to use it will be worth it

You can get backlinks from a huge number of different websites, some poor quality but also tons of amazing quality sites. For example twitter, facebook and other high profile sites give good quality links and they are free and easy to get. There are also too many other sites to mention that give very high quality links.

If you want decent quality links you don't have to pay for them, you can make them yourself, it is just easier to pay someone sometimes unless you have some software to help in this matter.

That is assuming by white hat you are including manual link building as if you take the term literally there are no white hat methods other than writing new content for your website, backlinking by its very nature is grey hat at best.

Even though PR is quite an outdated quality metric these days it is still very possible and even quite easy to get backlinks with PR with many different tools. Any decent backlinking tool will have a PR limit as an option if that is your prerogative.
