1. Tiering links help in ranking fast? or it takes time?/?
2. How to build 301 redirection backlinks? Should i use domain, bitly type of sites, or what, can you tell a few words, which works best?

Both works good you need to test for knowing which one will take less time. There is no exact time. For 301s use bit.ly it works like charm.

You should change that second line of text from:

i need a small help,

to "I need someone to tell me everything in a very detailed essay, because I'm too frikin lazy to do any research at all. Please make me money!"

Read a lot and experiment a lot. It seems like you haven't done neither.
To learn the answers of your questions through experimenting, you only need to have GSA SER, GSA CB and a few proxies. These are all things you will have to buy either way. People will be more willing to help if they see you've at least tried something and got stuck. You will also be able to ask better questions that way.
