Some of the issues you are seeing you wrote.
Limiting by PR at all is very limiting for a lot of reasons, few sites with high PR are accepting of links from anonymous posters, you have not entered any articles, for any of your profiles, to post so you are relying entirely on sites that accept just anonymous posts. Limiting by PR3+ means that you are only wanting the very cream of the crop rare links, you are obviously very limited with this limit alone when posting without URL Shorteners or Articles / Wiki's which tend to be the higher PR sites accepting of links.
Having a low OBL limit of just 100 is also very limiting when not utilising Whois, URL shortners, Articles or Wikis.
If you look at the pop-up help text when hovering over a control you will see that anything less than 250 OBL will be very limiting and any PR limit of 1 or above is really going to heavily limit your links, using both of these is going to doubly limit the amount of links you get. Articles, Wikis, Link Shorteners (really not a bad link source btw) and Whois sites all tend to have very low OBL and a decent range of PR with some being quite high.
Add some articles to your profiles and you will be able to generate links from Article and Wiki sites which will make those limits less drastic but still I would strongly advise not to use them at that setting. I personally ignore PR completely, it is a very outdated and largely irrelevant metric these days and just because a website has PR0 today it doesn't mean it won't have PR5 tomorrow and vice versa, a site that has PR3 today could easily have PR0 tomorrow. For all of my profiles I use OBL 250 and no other limits.
Searching with French region does mean your searches will get less targets but this shouldn't be as drastic as the above mentioned limits.
Some settings issues that I changed because they were not just advised against but were definitely very detrimental to your results are that you had your timeouts (in No Hands Proxies) both set to 2s, this is really bad and the default settings are more beneficial so I set these closer to the default values so as not to needlessly limit the number of proxies that are found. Re-test of proxies were set to just a couple of minutes, again this means you are spending more time re-checking the proxies rather than finding more proxies, I set this to 12 minutes as this really is about the absolute minimum before you start to see diminishing returns.
I bumped the threads in NHProxies from 20 to 30 to increase the checking speed and therefore more proxies found. I also changed output proxies to every minute as opposed to every change to proxy list.
Back to NHSEO I changed the delay between searches to 60s from 15s as you are using multiple threads for searching and you don't want to needlessly burn the proxies out.
The last thing in NHSEO that needs (not needs but could do with) attention is that you do not have any proxies set for posting, while it isn't exactly a necessity it may help to improve posting success and would better hide your IP address and prevent you getting your IP flagged for spam posting. Some VPS don't like posting with your IP address visible.
After the changes NHProxies is now improved from getting just 15 Google passed proxies to now getting around 200. I left NHSEO stopped as you may want to change your limits, articles and / proxy settings.
