Its almost one and half year old method and i can be sure if may be have been fixed.

Currently there is no short method rather than appealing .. btw can u mention his name or proof who told they can published the pages?

They're probably just merging pages with published ones.
That's how I brought my page with news feed back to life

Earlier it was possible with unpublished page..FB has stooped unpub appearing in merge list.
