It isn't illegal in that you'll go to jail if caught, but they'll certainly penalize your account for doing it if detected. I'm still on the fence about creating free software for review exchanges, I wonder how much interest in that there would be.

Seeing as reviews can potentially bring in a lot of sales I'd have to say that many people would be interested if it is safe and undetectable.
