Your Wordpress blogs should rank fairly quickly provided the content is ok.

Depending on the level of competition. But, generally, there are no fast rankings these days. You have to create decent content (at least), build some quality backlinks gradually, and be patient.

From what I can tell, Google has got wind of the Link Wheel method.

I'm sure they're also onto the tiered linking. Done correctly, it still works.

Don't use automated tools, do it manually so as not to leave a footprint (evidence).

I agree with the above, although you could go a step further and mix the Tier 3 Web 2.0s up a bit, so there's no consistency that can be noticed.

If the Tier 3 were also all random then it would be an even fainter footprint.
