Best private proxy provider for this project

Hi,

Is there any private proxy provider that has dedicated IPs, very fast speed, accepts payment using Skrill, allows authentication using username and password as opposed to fixed IPs. I am not looking for VPN provider or rotating proxies. I need it to be scalable, possibly 500 proxies. I am not looking to spam or anything. Please let me know if anyone knows of any such provider.

I already had a look at anonymous proxies and I really liked it except you cannot pay using Skrill
